Sheriff Baca ties Jerry Brown to Prop 13 in introduction

Before speaking tonight, Democratic gubernatorial candidate Jerry Brown was introduced by L.A. County Sheriff Lee Baca. During that introduction, Baca introduced Brown as the man who "implemented Prop 13."

1978's Proposition 13 is popular with homeowners because it limits property taxes, and it's considered a "third rail" of California politics, with politicians afraid to oppose it. However, with California's budget problems, some look at Proposition 13 as a part of the problem due to its limitations on the tax revenue California can generate, particularly more liberal voters.
