What Capitol Hill looks like when Congress is away

First you notice the flip flops.  Ugly black ballet flats have been replaced by rubber sandals.  Suddenly, floral prints appear on young women who previously knew no other color than black.  And the hallways are full of legislative aides on their cellphones.  Not making business calls.  Staffers lean over the railings that criss cross the great lobby in the Hart Senate office building, phones to their ears, smiling for a change.  It's summer.
