State regulators fined four hospitals in Orange and Los Angeles counties after investigations found they put patients at risk by not following the requirements spelled out in their licenses.

Thursday's announcement from the California Department of Public Health found that "the facilities’ noncompliance with licensing requirements caused, or was likely to cause, serious injury or death to patients."
