Why doesn't Los Angeles have a Suction Goat?

On a quick family trip to Spokane, Washington earlier this week, I encountered Spokane's beloved Suction Goat. For the many who haven't been to Spokane, the suction goat (officially known as the Garbage Goat) is located inside downtown Spokane's Riverfront Park--a spectacular walk. It was built in 1974 when the city hosted the World's Fair/Expo. I fed it a piece of tissue, then a flyer I found on the ground. Here, have a look:

The only question I have is in the title of the post: Mr Mayor, where is Los Angeles' own suction goat? The video is reason enough, and I think it's time we get our priorities straight.
