Propositions 30 and 38 are both about raising taxes – right? But what’s the difference between the two? What will they really do for the California’s massive budget deficit? Since 1911, initiatives have been part of this state’s ballot, with more than 20 props facing the voters in some years. With increasing complexity and sometimes misleading language, voters have a monumental job just figuring out what each proposition means. Patt Morrison and her guests parsed the props and cleared the confusion.
