Assembly passes scaled back prison plan

California's State Assembly passed a plan Monday to cut about $1 billion from the state prison budget. The measure would also reduce the inmate population by 17,000. KPCC's Alex Cohen spoke with state capitol reporter Julie Small about the bill.
