Mayor approves ordinance requiring condoms in porn

Mayor Antonio Villaraigosa has officially signed into law a historic ordinance requiring adult film actors to wear condoms while shooting in areas requiring a city permit.

The mayor's signature was the final step in a process which has gone on for months and a debate which has gone on for years - and will probably continue to rage even after Villaraigosa's approval.

The measure was approved 9-1 in the L.A. City Council last week. Before it can take effect, however, the City Council has ordered police officials, the city attorney and others to hold meetings to figure out how it might be enforced.

Predicted difficulty with enforcement is one of the reasons several porn industry officials have already condemned the move, calling it an unneeded exercise that will bankrupt the San Fernando Valley - the nation's Porn Capital.

"You can't actually compel an industry to create a product that the market doesn't want," said Christian Mann, general manager of Evil Angel Productions, one of the industry's biggest makers of porn films. He says that many audiences simply won't pay for films with condoms.

The law represents a major victory for the AIDS Healthcare Foundation, which has made condom use in pornography one of its flagship issues.
