That could mean an uneasy start for the systema as it

4.COLORADO RIVER ENDS IN MEXICO IN A TRICKLE
The Colorado River sends water to California and the states
around it. Doing so has dried up the river's terminus at a
delta in Baja California.
5.RUNAWAY PRODUCTION WILL REMAIN A PROBLEM
So-called "runaway production" has continues to send
jobs in film and television to other countries. That's not
expected to change in 2004
6.A $9 BILLION PLAN TO STRENGTHEN SECURITY AT LAX
Debate should continue in 2004 over so-called "Plan D,"
which would shift passenger loading and unloading away to
a center far from the airport's main terminal.
