Update on CA budget negotiations

California legislators failed to agree on a budget once again Wednesday, unable to reconcile how, and how much, to cut funding to public schools. Much of the difficulty stems from Proposition 98, a voter-approved amendment to the state Constitution that sets minimum funding levels for state-run schools, community colleges and universities. Will a budget agreement finally be reached this week? Larry Mantles gets all the latest from Sacramento.
