Paranoid or protective: How should parents react to disturbing news about kidnapping?

In 1991, 11-year-old Jaycee Dugard was kidnapped on her way to the bus stop in South Lake Tahoe. She was discovered near Oakland this week, after being held captive by a couple for 18 years. It is also believed that the male abductor fathered two daughters with the woman. Are times more dangerous than before? How much freedom should parents give their children, and at what age?
