Super procrastinators: Why congress can't seem to make a deficit plan decision

The Nov. 23 deadline for Congress' super committee is approaching. So far, it has made little apparent progress on reducing the nation's deficit. We look at the psychology of procrastination in general and how it plays out in our political process for better or worse.
