It's being called a first-in-the-nation law. California is on the verge of enacting new rules to prevent unnecessary foreclosures, and to clear up red tape and bureaucracy. Today, lawmakers in Sacramento will vote on the so-called Homeowners Bill of Rights. Madeleine speaks to real estate expert Richard Green, a public policy professor at USC.
