Special Report: Allegations of abuse at Chino Prison

Last summer, a riot at the California Institution for Men in Chino left more than 200 prisoners injured. Investigators say it was sparked by tensions between black and Latino street gangs. But it’s what allegedly occurred after the riot that got the attention of KPCC reporter Steven Cuevas. He found current and former inmates who say they were forced to live outdoors, 24 hours a day, in small steel enclosures. Not only that. Others have come forward alleging the prison routinely houses prisoners outdoors. Steven’s reporting has now triggered a state investigation. At the end of the report Gordon Hinkle in his interview with Patt Morrison says these allegations are arising after the fact and goes on to say inmates have an outlet to voice complaints.

YES THEY DO! The CDCr calls it a 602 form and the CDCr MUST provide them UPON REQUEST..it's in their Title 15 rules, as plain as day!

If you read the letters, so many men requested these forms, they never came-they kept requesting-they never came-One inmate wrote that on or about 28th of August they handed them out in his area-he said they were all happy to get them and were busy filling them out. UPON REQUEST means 20 days??

THERE'S ONE MINOR PROBLEM HERE...The Title 15 RULES say they have only 15 work days to file a grievance or 602. Do the math folks, the riot was on August 8th. Again if you READ the letters, many say they NEVER got response to their 602's, or were denied and THE REASON they were denied were..."past the time line."

Was this intentional on the part of Chino? Something really smells rotten here! It sure appears that this DID happen and the CDCr wants to keep its dirty little secrets and keep these men from voicing their RIGHT to file a 602 grievance.

Gordon Hinkle also said "we can't address what we don't know"

Perhaps a more accurate statement should have been...We can't see what goes in the trash!

To be frank, I don't give a d$#$ about criminals who BURNED THEIR OWN BEDS literally! What a crock of nonsense...I am a criminal in prison; I got in a fight that became a riot; me and my fellow INMATES literally burned our housing to the ground and the prison was forced to keep us in 'cages'.

What?! Am I really supposed to care?! I am VERY HAPPY these men and women are in prison. Better that CRIMINALS stay contained where they can't break into my house or car while I am at work or assault, or rape or murder my loved ones and friends or sell drugs in my community or commit other CRIMES.

I WOULD CARE if this was normal housing, but it was an EMERGENCY that was created NOT from an earthquake or wildfire, but by the very people who are now complaining....your story was a pathetic waste of air time. You spend more time on this than the Haitian crisis---a crisis that was created through no fault of the Haitian people.

KPCC---why not investigate fraud and abuse in the city government like why I can't get the abandoned vehicles on my block towed or the dead trees cut down or the mayor sprinkling his lawn 5 days a week...sorry to sound callous, but I could care less about inmates in a prison.

You're entitled to your opinion, as am I, and you don't have to care!

But let me give you the facts as has they have been reported. THEY did not burn their beds. ONE inmate allegedly started the fire from the outside and ONE inmate is due to be brought to trial for this crime.

If you were caged continuously for up to 4 days under the same conditions as the inmates at Chino were, then the CDCR got a free pass on that one and it further displays how corrupt the system really is.

As far as the emergency goes, they had warning 2 days prior to the "racial" riot. Why didn't they make an effort to segregate the Blacks and Mexicans and take steps to head off the riot. It would have saved millions of dollars, the loss of 1300 beds and numerous injuries. Chino admitted they knew it was going to come down, yet they did nothing. Most of the inmates knew as well.

There was NO emergency in March, Sept. Oct. Nov and Dec., yet inmates state they were housed in overfilled cages for up to a week before a bed was available.

You said you WOULD care if the was normal...well it does appear to be the way they do things at CIM and appears you will have to care. Somehow, I still don't think you will.

im surprised at the way people are talking about prisoners saying they are a waste of time and should be treated as animals my husband was there and the step father to my children hes doing a violation for cleaning up your precious community he beat a known child molester so thats the kind of people you want off your streets others i know were there and they have always been there for my family and treated me with the uttmost respect so dont judge till you get the facts +

I usually enjoy Offramp on KPCC. I am disappointed that so much time was spent attempting to champion the cause of inmates at a California prison. While I believe that human beings are housed in these prisons and they have a right to be treated decently remember they are there of their own doing. These people committed crimes. Every person in prison represents a victim or victims of their crimes. They've robbed people, raped people, stabbed and or killed people. What about the victims? Their rights were violated by these people and we're asked to be sympathetic? I find this challenging. Who champions the plight of their victims? The victims return to their respective lives working and paying taxes to house the very ones who harmed them? Whatever treatment they received it's better than their victims received.

Get ready, these bad guys are headed to your neighborhood shortly as they will be released soon due to the overcrowding lawsuit filed by the Prison Law Office. Coming to a neighborhood near you, they will be able to find all the comforts of home so get ready to welcome them with open arms.
