An independent panel convened by the Obama administration is recommending NASA scrap its mission of returning to the moon and instead focus on cultivating a competitive commercial space industry. The shift would move a lot of aerospace contracts into private industry, which proponents say would lower costs and increase efficiency. So what would be NASA’s new role?
