LA welfare services, spending money to save money

The LA County Department of Public Social Services is proposing a $7.2 million plan to shift the financial burden of some of the most disabled welfare recipients to the federal government. If it’s approved, the proposal would free up local welfare services to focus more efficiently on the most employable individuals. But is it worth that tax payer tab?
