Consequences of Releasing Inmates Early (Listen)
Since 2002, when Sheriff Lee Baca began his early-release program, approximately 150,000 LA County inmates have been released from jail after serving only a fraction of their sentences. Of the total, about 10 percent were re-arrested for new crimes, which occurred while they should have been locked up. Critics say the sheriff's policy undercuts the cops and courts, since jailers, not judges, determine who stays locked up. Sheriff Baca defends the practice as a "last resort," saying he has little choice when he had to cut millions of dollars from his operating budget. Host Patt Morrison talks with Sheriff Lee Baca; Natasha Broome; LA County Supervisor Zev Yaroslavsky; LA City Attorney Rocky Delgadillo and Jody Kent about the consequences of releasing inmates early.

Consent Decree Extended for Three Years (Listen)
A judge today extended for three years the decree under which the federal government monitors the Los Angeles Police Department. The judge extended all provisions of the decree, rejecting a request by the city to have the decree only partially extended. Patt Morrison talks to KPCC reporter Frank Stoltze and LAPD spokesman Lt. Paul Vernon about the issue.

School Districts May Bolt (Listen)
Facing a potential take-over of the LA Unified School District by Los Angeles Mayor Antonio Villaraigosa, mayors of seven cities the LAUSD serves are forming a public agency. Adolfo Guzman-Lopez, KPCC's reporter who broke the story, infomrs Patt about the details. Marlene Canter, president of LAUSD Board of Education joins this discussion.

AG's Race - Candidate Rocky Delgadillo (Listen)
As head of the Department of Justice, the Attorney General is the state's top law enforcement official and lawyer for the government. The agency represents the state in civil and criminal matters and is the lead prosecutor on all appeals of death penalty sentences in California. Los Angeles City Attorney Rocky Delgadillo is one of two candidates running for the Democratic nomination in the June primaries. He faces Oakland Mayor Jerry Brown. Delgadillo joins Patt Morrison in studio to discuss his bid to become the next Attorney General.

Wah-Wah (Listen)
Wah Wah is a film that captures both a boy and a country coming of age in a time of upheaval. In the 1960's, Swaziland is on the verge of gaining independence from England, and a boy, Richard Grant, is experiencing the trauma of his own parents' separation. Writer director Richard Grant talks with Patt about transforming his own story into this semi-autobiographical film.

Dems React to President's Plan (Listen)
Senate Majority Leader Don Perata voiced his opposition to Bush's plan for deploying members of the California National Guard to the border at a news conference today in Sacramento. His response is to hold the budget purse strings until a special committee can review the impact on state resources. KPCC's Tamara Keith gives the details.

Beyond Chinatown (Listen)

Author Steven Erie has studied the water wars of Southern California and joins Patt to talk about his book, Beyond Chinatown: The Metropolitan Water District, Growth, and the Environment in Southern California (Stanford).

Da Vinci Code Opens (Listen)
The year's most anticipated movie, The Da Vinci Code, premiers today (Wednesday) at the Cannes Film Festival. Religious fervor over the film has escalated in recent days with Christian groups from South Korea, Thailand, Greece and India planning boycotts, a hunger strike and attempts to block or shorten screenings. The film opens worldwide over the next two days, including the United States on Friday. Patt Morrison speaks with Jonathan Kirsch, author of numerous books on religious topics, about The Da Vinci Code phenomenon.

The Grilling Begins (Listen)
The Senate Intelligence Committee is scheduled to put in a full day's questioning of Air Force Gen. Michael V. Hayden today, as he faces them in his bid for the CIA director's position. To provide an overview and analysis Patt Morrison is joined by Jack Shaw, Capitol Hill Reporter, Kevin Whitelaw, Senior Writer for US News and World Report, Ronald Marks, Senior Fellow with George Washington University's Homeland Security Policy Institute, Douglas Kmeic, Professor and Caruso Family Chair of constitutional law at Pepperdine University School of Law, and Charles Doskow, Dean Emeritus and Professor of Law at University of La Verne College of Law.

The Other Mayors (Listen)
Mayor Antonio Villaraigosa's bid to take control of the Los Angeles Unified School District has gained the backing of some heavy hitters including that of Governor Arnold Schwarzenegger and Assembly Speaker Fabian Nunez. But many elected officials in cities served by LA Unified don't like Villaraigosa's takeover plan. South Gate, Bell, Huntington Park, Cudahy, Maywood and Vernon want to form a joint-powers authority to select their own superintendent, gain more control over funding and have a greater say over the curriculum. And officials in Lomita and West Hollywood are hoping to become part of higher-performing districts nearby. Host Patt Morrison talks with "The Other Mayors," to hear their thoughts and plans for fixing the ailing LAUSD. Patt's guests include: Thomas Martin, Mayor of Maywood; George Cole, City Councilman for the City of Bell; Jim Dear, Mayor of Carson; Nury Martinez, Mayor of San Fernando; and Steve Wolowicz, Mayor of Rancho Palos Verdes.
