The Los Angeles City Council voted 12-3 on Wednesday to ban unpermitted vending at public parks.

Those caught selling goods or services without city permission could now get hit with escalating fines and misdemeanor charges.

Supporters of the ban say it protects the city from lawsuits if someone were injured by a vendor without a license. Those against the ban say it could hurt the chances for immigrants without legal status to become citizens.
