The new LAPD Chief Michel Moore Thursday laid out some of his priorities at his swearing-in ceremony at the police academy in Elysian Park. They included reducing the number of officer-involved shootings and other major uses of force and a more compassionate approach to the homeless. He also had some fun with the man who selected him, Mayor Eric Garcetti.
