California’s cap and trade program is doing a really good job fighting climate change, but it may be worsening air pollution in parts of the state. And not just anywhere, but in neighborhoods where the most vulnerable Californians live. That’s the finding of a new study from researchers at UC Berkeley and San Francisco State University.
