Measure R is a half-cent sales tax increase to fund mass transit projects in the county like new light rail lines, including the much talked about "Subway to the Sea" project. Proponents say this will provide the region with 30 to 40 billion dollars to combat traffic congestion over the next 30 years. But others say the proposal is hastily thrown together with little thought given to an overall traffic plan or public input.
