On Friday, the National Football League's commissioner, Roger Goodell, faced reporters to announce plans for a new personal conduct policy to govern NFL players.
While he promised the policy would be finalized by the next Super Bowl in February 2015, he did not outline who would be shaping the policy and could not answer whether it would include advisors from outside the NFL. Reporters pressed Goodell on his knowledge of the video showing player Ray Rice video knocking out his then-fiancee Janay Rice. Goodell reiterated that he had not seen the tape until tabloid outlet TMZ posted it online.
