Los Angeles Mayor Antonio Villaraigosa proposed a city budget yesterday that includes plans to raise fees, cut services and lose more than 700 jobs to help make up for a $406-million shortfall. Meanwhile, County Chief Executive Officer William T. Fujioka proposed a less austere budget but warned cuts will probably come in the future.
